区人大常委会组织开展
《安全生产法》集中执法检查
 
 
7月10日下午，区人大常委会执法检查组在王丽秀主任带领下，对区政府贯彻实施《安全生产法》情况进行了集中检查。检查组一行与相关行业专家到四季青市场、正阳装璜市场和中石化正阳街加油站三个被国家、省、市督办的安全生产重点单位，采取查阅企业安全生产档案资料、深入生产经营现场实地查看、听取安全生产情况汇报等方式，对区政府和相关部门履行安全生产监督管理职责、生产经营单位安全生产保障、安全生产主体责任落实、国家和省市对安全生产督办事项的落实等情况进行了检查。

随后，执法检查组召开了第二次工作会议，会议由侯伟副主任主持，王丽秀主任出席会议并讲话。区政府王景耀副区长、区安监局及17个行管部门及各镇、街、西新镇（集中区）、经开区负责人参加了会议。会上听取了区政府贯彻实施《安全生产法》情况报告，4个执法检查小组深入2镇2街、12个生产经营单位、4个行业管理部门执法检查情况报告。检查组成员对区政府贯彻实施《安全生产法》情况给予了充分肯定，指出了工作中存在的问题，提出了意见和建议，并从安全生产联动机制作用发挥、事故应急救援与调查处理、安全生产风险防控、“五小”企业监管等八个方面进行了提问，区政府及相关部门做了认真解答。

王丽秀主任对区政府如何进一步贯彻落实《安全生产法》提出三点要求：一要高度重视，高位统筹，牢固树立安全发展理念，始终把安全生产放在首要位置，切实维护人民群众生命财产安全；二要强化措施，落实责任。坚持管防结合，预防为主，严格落实安全生产责任制，真正把安全生产的法律法规和各项政策规定落到实处，收到实效；三要夯实基础，保障到位。进一步加强安全生产基础建设，配齐配强人员，在经费、人员、设备等方面给予支持和保障，加大培训力度，确保《安全生产法》的各项规定得以有效贯彻落实，为全区经济社会健康发展提供安全稳定的环境。
